
Minutes Meeting of April 20, 2000
Meeting called to order at 5:35 pm.
Members present: Gloria Purcell, Richard Izmerian, Keith Mangold, Wade Leschyn, Jerry Hearn, Carrol Ann Hodges, Ann Moser.
Members absent: Mary Paglieri, Tim Frahm, Tom Forest
Staff and Commission present: Gary Lockman, Belinda Vega
Temp. Secretary Appointment: Wade will be secretary again. No March 15 minutes. Ann moved and Keith seconded a motion to approve February 16 minutes passed out last month. Motion passed.
Changes to agenda: Ann would like to discuss San Gregorio Creek. Richard the San Francisco joint venture and the SFO airport expansion. Jerry has a Park & Rec Commission report.
Public Comment: Welcome back to Bill Vermeere! Bill has returned to the Bay Area after his resent sojourn in San Diego. Bills health and safety program for NASA is now funding a burrowing owl study at Moffet field.
Chairpersons / subcommittee on the future report - Wade passed out a copy of the letter he mailed to Rich Gordon as a result of last months committee request. Discussed the effort of the Monday subcommittee meeting, process flow. agenda items. restructure items are status quo. Proposals to board be passed through as a table item for the B of S. Richard disappointed that there were not a more specific work plan that the subcommittee had generated. The committee questioned the grant writing item, whether it was our role. Gary commented that the trails committee has been successful in project funding. Also committee could help with prioritizing the capital projects process. Discussion centered on having a dedicated Committee brainstorming session: to actually produce a list of items we will work on this year. 5:30 pm Tuesday May 2 was set. Members are to come prepared with items they would like to be included in the committees work plan for the year. Ideas could be evaluated using the following criteria: Does someone want our output? Is our work measurable?
Richard talked about the S.F. joint venture project a collaborative process involving all the major players in this arena, Richard thinks that it would be a better use of our time to get involved in this.
Gary Lockman passed out copies of the vegetative management plan RFP. There was one confirmed mountain lion sighting at Huddart Park occurring in the last 6 months. There have been 6 confirmed lion sightings in the past 5-6 years. No one has memory of any lion incidents. Passed out copies of the Brown Act. Subcommittee meetings are okay as long as they are not
standing subcommittee meetings with continuing standard topics. Re internet and web, this is a gray area, council did not like online meetings chat room style, defined as ongoing discussions on issues or opinions, formulating strategies which have people participating and listening in on, but okay to send information back and forth. There is a State F&W trapping regulation change being proposed. Our current funds are $41,000 plus $20,000. We have a $9,500 per year income projection, As a guide, we could fund 3 $6,500 projects this year. Some issues concerning who we fund involve the requesting agency, who they are, what sort of structure do they have, what sort of insurance do they carry.
Keith passed out a March 16 letter relating to kelp in the Monterey Bay National Marine Sanctuary.
Old Business
- Steelhead Use of Seasonal Reservoirs on Arroyo Leon - Research Proposal: Action Item: Dr. Jerry Smith, Funding request. Keith commented that there is some concern that this project might not move forward if NMF forces the removal of the in stream barriers. Richard has prepared a cover letter for the proposal which is a funding request for $5,720. Committee voted unanimously to fund the proposal. Wade signed the cover letter and handed it to Gary.

Next month we will have a proposal from the Environmental Resource Center frog and SF Garter Snake census. Chris Larson is the contact.
Bill Vermere commented on Alpine Road, Portola Valley FEMA funds.
Albert Canyon, Lumbardi Springs (water fountain) Caltrans highway widening of 92 Keith reported on substantial damage to the east side of the road.
Ann reported on the April 5th San Gregorio Environmental Resource Meeting. Chris Larson was moderator.
Richard would like everyone to come run with him May 13 for the year 2000 Human Race of San Mateo County.
